The New York City Department of Housing Preservation & Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners. HPD is tasked with fulfilling the Mayor’s Housing New York: A Five-Borough, Ten-Year Plan to create and preserve 200,000 affordable units for New Yorkers at the very lowest incomes to those in the middle class.
Job Description:
The Division of Inclusionary Housing is part of HPD's Office of Development, which plays a key role in the implementation of the Mayor’s Housing New York plan. The Inclusionary Housing Division reviews and approves Inclusionary Housing (IH) projects containing permanently affordable housing, as well as Cure projects. In certain areas where harassment of tenants has occurred, owners are required to cure the harassment by providing low-income units as a percentage of the residential or hotel floor area.
HPD's Division of Inclusionary Housing is seeking an experienced Executive Director of Inclusionary Housing to help manage our growing team and pipeline, under the direction of the Associate Commissioner of Housing Incentives. The Executive Director of Inclusionary Housing will be an individual with specialized planning, zoning, policy, analytical, underwriting and negotiating skills, essential to supporting the Associate Commissioner in addressing the increased volume of requests to perform complex financial analyses on private re-zonings and special projects that are seeking City subsidy. The IH program deals with complex policy and financial issues at a rapid pace. This fast-paced program requires an individual that can handle all aspects of the program effectively while assisting in training new staff and implementing new ideas in order to facilitate the development of permanently affordable housing that is financially feasible and compliant with the New York City Zoning Resolution.
The Executive Director will guide and oversee all Inclusionary Housing transaction activities, interact with a variety of public and private partners on complex multifamily real estate transactions, and provide key support to the program during a time of growth. A successful candidate will demonstrate experience managing program growth and expansion.
Key Responsibilities include, but are not limited to:
- Manage the closing pipeline of Voluntary Inclusionary Housing, Mandatory Inclusionary Housing, and Cure projects, assigning work to Project Managers and Senior Project Managers in this regard
- Supervise and train new hires and existing staff, including Project Managers who manage a portfolio of projects from pre-development through completion of construction, ensuring they receive all necessary training
- Oversee Project Managers in reviewing and analyzing IH Applications, which includes, but is not limited to:
o Financial feasibility analysis and comprehensive underwriting review
o Zoning analysis: ensure projects are in compliance with all applicable sections of the Zoning Resolution
o Perform due diligence in accordance with HPD’s Sponsor Review policies and procedures - Direct complex technical analyses related to the IH programs
- Ensure Project Managers prepare and maintain written correspondence, documents, reports and files for assigned projects, and input updates into electronic databases in a timely manner
- Serve as Program’s liaison to developers, banks, architects, attorneys, Community Boards, local organizations and other government agencies
- Recommend process improvements to increase efficiency and effectiveness of the program
- Perform special research projects and policy analysis, as necessary
- Give public presentations on both the Voluntary and Mandatory versions of the IH Program
- Communicate any personnel issues to the Director of Operations and Associate Commissioner in a timely manner
- Perform regular performance evaluations of IH staff
- Interview candidates for positions within the Inclusionary Housing division
- Attend internal and external meetings on behalf of the Associate Commissioner and report back to her in a timely manner
- Serve as a point person for, and assume responsibility for the operations of, the IH program in the Associate Commissioner’s absence
Preferred Skills:
- Thorough knowledge of NYC government and affordable housing issues and the real estate development process
- Strong analytical, underwriting, and quantitative skills, including experience in the practical application of real estate underwriting concepts and procedures
- Demonstrated experience performing complex financial analyses; capability of utilizing and developing complex spreadsheets
- Experience working for or working with government agencies and government programs related to affordable housing development
- Supervisory and staff management experience
- Creative problem-solving and organizational skills, with close attention to detail
- Excellent judgment and decision-making skills
- Demonstrated ability to meet deadlines and manage projects in a timely manner
- Excellent verbal and written communication skills, as well as research skills
- Excellent interpersonal skills; ability to work effectively in collaboration with and in the supervision of others
- Knowledge of zoning and land-use planning requirements
- Strong facility with Microsoft Office Suite (Word, Excel, PowerPoint and Outlook) required
- Willingness to learn on the job, exhibit a high degree of initiative in managing multiple priorities simultaneously in a fast-paced, deadline-driven, detail-oriented work environment
- Graduate degree preferred in city planning, real estate development, urban studies, business or public administration, finance, architecture, engineering, or other related field
